XAMPP Blocked Port Error – Fix

What is XAMPP
XAMPP is easy to use program that you can start up a web server on your own computer. It runs the web server and can also include database access as well. Some users with Windows 10 are also experiencing issues when trying to launch Apache that they are getting an Apache XAMPP Blocked Port 80 Error message:
Problem detected!
Port 80 in use by "Unable to open process" with PID 4!
Apache WILL NOT start without the configured ports free!
You need to uninstall/disable/reconfigure the blocking application
[Apache] or reconfigure Apache and the Control Panel to listen on a different port

Open the services dialog
Click Start > Type Services, click on Services to open the Services dialog
Sort by Name by clicking the Name column
Scroll down until you find the World Wide Web Publishing Service, click once to highlight and then click the Stop the Service button on the top left
Try to start Apache within the XAMPP Control Panel
